 Defeat In rates row RATEPAYERS with the highest bills in London yesterday lost their High Court fight to block a 62 percent rise imposed by Labour councillors.
 Judges rejected the claim by an action group of Waltham Forest residents that the rise was unreasonable, and ordered them to pay the £100,000 legal costs.
 The borough's average rates bill is £677.  | ||
